Energy efficiency Consultation RIS available now

The consultation period for commercial energy efficiency changes proposed in NCC 2019 is now open and we are seeking your feedback.

The energy efficiency of commercial buildings Consultation Regulation Impact Statement (RIS) assesses the impact of proposed stringency changes to the energy efficiency provisions of Section J, NCC 2019 Volume One. This Consultation RIS is accompanied by an Energy Action report that models the impact of the proposed changes across four different building types in all climate zones.

What this means for comment on the commercial energy efficiency provisions

As a result of the delayed release of this Consultation RIS, feedback on the Public Comment Draft for Section J, NCC 2019 Volume One has been extended until Friday, 20 April 2018 to correspond with the public comment period for the Consultation RIS.

This Consultation RIS, the supporting Energy Action report and all available Consultation RIS’ open for public comment can be download from the Resource Library.

Additional support material

Additional material to support commercial energy efficiency changes proposed in the NCC 2019 Public Comment Draft has been released. This material covers case study topics such as premium offices, aged care facilities lighting of various spaces and a civic centre. Additionally, worked examples on glazing and pump systems have also been developed to illustrate the new methods of demonstrating compliance.

Comments are invited on the questions contained within the response sheet for energy efficiency in commercial buildings until COB Friday, 20 April 2018 and can be submitted to Please include ‘Commercial energy efficiency RIS’ in the subject line.

Feedback on other available Consultation RIS’ and the NCC 2019 Public Comment Draft (excluding Section J, NCC 2019 Volume One) closes COB Friday, 13 April 2018.
