In 2008, the Council of Australian Governments (COAG) agreed to integrate the BCA and PCA into a single national code. The aim of this reform was to establish a nationally consistent approach to construction regulation, thereby reducing inconsistency and overlap.
The first step of COAG’s reform was realised in 2011 when the PCA was consolidated, and aligned with the BCA to form Volume Three of the NCC. Currently, gas fitting is being considered for inclusion in the NCC. In the longer term, electrical will also be scoped pending advice from Governments.
